I use kate to work with UTF-8 files.

To make kate display unicode characters you should press settings, and then
in the dialog that appears choose Editor/Fonts. Find a font which has
iso-10646-1 encoding.

To make kate *save* in UTF-8 decoding, you press settings, and then in the
dialog choose editor/edit. Under encoding choose: UTF-8.

Works great for me, hope you have luck with this too.
