Really nice idea. You're reinventing sourceforge ;-).

May I suggest you copy the system of attribution of work used by the French 
team:

        http://i18n.kde.org/teams/fr/docs/wip-docs.html

This is really *very* practical. Each po file can be reserved by a 
translator, with an attribution date. Or it can be permanently attributed, 
and in this case the translator is called "maintainer" for that document. 
Colors help recognize (completed / partially done / to be done) work.

The system works for both apps and docs.
