I'm afraid nobody can tell before we even have a release schedule for 3.1. I'd 
say a message freeze should at least be in sight. But it obviously depends on 
how much translation time you can mobilize in your team and how complete you 
want your first attempt to be.

For all teams that can start right now (or real soon at least) it may be 
preferable to go with 3_0_BRANCH and get at least a preliminary version out 
for 3.0.2. There is no date for this either. But I'd presume it's at least 
two months away if there are no very urgent bugfixes coming up before.
