[kde-russian] String freeze for KDevelop 4.2

Привет,

Также пора переводить KDevelop (до 23 января). 2 месяца назад KDevelop
был выпущен с русским переводов, а KDevPlatform -- без. На мой вопрос
о том, на сколько процентов должен быть завершен перевод Milian Wolff
ответил "Both must be above 75%. Only kdevelop or only kdevplatform is
not enough.". То есть нужно довести перевод KDevPlatform до 75%.
